M.D. Opposes Proposed Legislation to Allow School Board Requisition on Local Residents
• Bullying By-law Gets Second Reading
The regular meeting of the Municipal District of Provost No. 52 for November was held Thursday, November 13, with all councillors present. Following is an unapproved summary of the meeting.

Council authorized the following:
To enter into a texas gate agreement with Penn West Petroleum Ltd. to allow the installation of four texas gates on the road allowances between Sections 13-36-2 W4 and 14-36-2 W4; Sections 11-36-2 W4 and 12-36-2 W4; Sections 11-36-2 W4 and 12-36-2 W4 and Sections 1-36-2 W4 and 2-36-2 W4 and Sections 1-36-2 W4 and 2-36-2 W4 and Sections 36-35-2 W4 and 35-35-2 W4.

Rescind motion 03/395 and to authorize Stewart, Weir & Co. Ltd. to prepare a grant application to be sent to the Prairie Grain Road Program for Phase II — portion of pavement on the Dolcy-Browning Road (Range Road 41 north of Highway 13 to M.D. boundary).

To contract Pro-Rock Specialized Aggregates Inc. for the 2003 gravel crushing requirements at a rate of $2.44/cubic yard for 5/8 inch crushed gravel.

Public works to purchase a quick coupler hitch at an approximate cost of $7,000 to enable conversion of V-plow between motor graders.

The utilities/ development officer to attend the Municipal Safety/Utility workshop in Red Deer, December 1-4.
Approve the list of annual grant donations for December 2003 totalling $2,700.

To contribute $1,000 to the County of Newell in support of an “Eat Canadian” campaign with the condition that they get their campaign up and running.

A letter be sent to both the Shorncliffe and Capt. Ayre Lake Improvement Associations asking for their input on the hiring of a seasonal maintenance officer.

To apply for JEPP funding, in the amount of $19,694 (excluding GST)—total cost $39,388 (excluding GST), to improve the fire communication system throughout the MD of Provost.

Adjust the administrator, assistant administrator, office assistants I, II and III, janitor, agricultural fieldman, pest control officer, public works superintendents, utilities/development officer, assessor and bylaw enforcement/ special constable officer annual salaries by an increase of 2 1/2 percent effective January 1, 2004.

Council, the special constable and the director and deputy director of disaster services to attend a Counter-Terrorism Crisis Management meeting in Hardisty, Dec. 3.

Reply to the Jubilee Reciprocal Insurance exchange deductible survey that the MD would prefer different deductibles for each of their properties.

The budget, policy and business planning meeting be held Thursday, December 18 at 9 a.m.

To send a letter of opposition to MLA Doug Griffiths regarding the Alberta Learning Commission Recommendation number 94 that would allow school boards to requisition their local residents for up to 10 percent of the amount raised through provincial education property taxes.

To invite Alberta Environment to the M.D. of Provost to discuss the salt levels in Shorncliffe Lake, abandoned well inspection and the excessive use of water by oil companies.

Approve appendix “A”, appendix “B” and appendix “C” according to the recommendations of the utilities/ development officer.

Bylaw No. 2149 which would authorize the Municipal District of Provost No. 52 to control and regulate harassment and bullying of minors be given first reading.

Table indefinitely a BSE petition.

To pay the Village of Hughenden $500 for the fire call on October 31 to the SW-36-41-7 W4. If the landowner has already paid the invoice request the Village of Hughenden to reimburse the landowner.
